r <br />I <br />I. <br />■;.. <br />LMCD Budget Transmittal, h 2Q '^1 P . 2 <br />Hennepin Parks, while not ecognized in the actual dollar <br />portion of the budget, contributes significant in-kind <br />support by providing its new weed harvester, operator, fuel <br />and all operating oiaintenance and depreciation for the 1*^91 <br />operation, comparable support provided in 1990. <br />In the event public agency response tails short of the <br />budgeted $170,000. the weed harvest program will be re­ <br />evaluated. This will be determined in advance of the 1992 <br />program start in close coordination with member cities. <br />The LMCD Board understands that several cities are willing to <br />step up to the need to fund the l'^9j Eurasian water milfoil <br />Meed control program over and abovi* the same allowance <br />budgeted for 1991.It respectfully encourages those cities <br />Milling to make this additional volunteer contribution to <br />advise LMCD of its intent at an early date. <br />Distribution of expenses, provided in the preliminary draft <br />6/18/91, were found to be distributed incorrectly due to a <br />misunderstanding by using Assessed M.arket Value. The correct <br />distribution is based upon Net Tax Capacity, which is the <br />percent of property market value. This value varies among <br />properties sucli as resident i,a I, commercial and industrial. <br />It results in a revised amount for each city. We do point <br />out that Net Tax Capacity was the distribution used in the <br />1991 budget.
