Review Exhibit H. <br />In addition, the resident questioned the quality of run-off that <br />vas being released directly into the lake from the sterm sewer system. <br />The Planning Commission conditioned tneir approval on the City <br />Engineer reviewing the plans to determine if water quality had been <br />addressed in the storm sewer plan. Cook reviewed the storm sewer <br />plans advising that the quality issue had been add.ressed as a sump has <br />been Installed within Catch Basin 3. The purpose of the sump is t , <br />collect sand and debris before entering Manhole #5 that drains <br />directly into the ma.in lake. The current storm sewer allows debris <br />and sand to drain divectly i- co the lake at times of heavy rainfall. <br />Cook advises that a regular maintenance schedule must be adhered to <br />requiring maintenance /cleaning 2 to 3 times a year. ‘■'ff would <br />recommend that approval be conditioned on the County provi regular <br />maintenance of the catch basin/sump. <br />The Planning Commission had no further questions pertaining to <br />the improvement project and recommended approval based on t e <br />following findings: <br />1.The proposed improvement plans have met the standards of the <br />Minnehaha Cieek Ws «rshed District (permit issued April ^2, <br />1991). <br />The storm sewer plan satisfies pertinent standards of <br />Section 10.55 of the Zoning Code. <br />Approval is subject to the followinc conditions: <br />1. Hennepin County shall ma.i: tain sump within Catch Basin <br />13 on a regular b«.<sis providing the necer*=ary remov.*l of <br />debris and sand from entering *:he lake. <br />2.Per Resolution #1605 of the City of Orono, all improvements <br />proposed by County for Couwty Road 15 must be within the <br />existing County right-of-waj . The City will approve no <br />improvements that require acqui'^ition of rig^t-of-way beyond <br />the two“lane approved County road classif. as a scenic <br />parkway of the Cicy of Orono.
