A <br />eosparison copy of the 1991 budget distribution is also <br />provided. <br />The City of Tonka Bay presented a written response 6/12/91 <br />tQ the preliminary budget discussion draft. We wish to <br />acknowledge their comments as follows: <br />COURT FINES — The fluctuations in prosecution revenue <br />and disbursements are being influenced by boating while <br />intoxicated (BWI) citations. The low water years of 86 <br />through '88 resulted in fewer than 40 each year. In '89 <br />BWI’s jumped to 58. and in '90 to 93. This aggressive <br />enforcement increases the caseload and accompanying <br />prosecution costs. Fines proportionately increase, as <br />was noted by the '90 results. Implied consent hearings <br />add further to prosecution costs. The revenue and <br />disbursement of this item is a measure of an active <br />Hennepin County Sheriff’s Water Patrol backed by an <br />effective prosecution service. <br />TELEPHONE — Whi'e two telephone lines can suffice, two <br />professional staff members rely substantially on phone <br />communication. Often these calls are extended. The <br />added public expectation for prompt communications in <br />hard copy make a FAX service a needed tool. This <br />proposed increase, we believe, still speaks for itself. <br />POSTAGE The recommendation to screen lists to remove <br />unnecessary mailings is appropriate. That will be done. <br />LMCD's lists, except for fund raising purposes, are <br />aodest in size at a few hundred at the most. Two“sided <br />copying is also employed wherever possible. No unusual <br />mass mailings are contemplated. Condensed copy is also <br />stressed. (the end) ( over ) <br />i
