Because access to direct sunlight i <br />vital to the proper functioning of such systems, the <br />city will consider ordinance changes which guarante . <br />rights to sunlight for solar energy syste.ms. <br />2.The city will consider varying setback requirements in <br />residential zoning districts as a means of orotecting <br />solar access. <br />PUBLIC Facilities plan <br />The Public Facilities Plan has been designed to briefly <br />review txisting public facilities applicable to transporta <br />sewers and parks. The transportation element <br />addresses transportation concerns associated with future <br />development and presents a street system which reflects <br />transportation needs The sewer element is intended to <br />present generalized policies which will affect future <br />growth and associated limitations. Finally the park <br />element reviews the impact ■'f dovolopmonf local <br />needs and examines the imrict or metropolitan <br />park facilities. <br />Transportation Policy Plan <br />The nsportation Policy Plan addresses the future impact <br />on M* jpolitan facilities, land use changes on transporta <br />tion, a functional roadway clas.sifiention and future .str-- et <br />needs. These items then tie closely to the projected land <br />use changes within the planning period. <br />Metropolitan Facilij^es <br />TH 12 is the most significant transportation route, <br />connecting Maple Plain with the core of the metropolitan <br />facility is a two lane undivided highway through <br />naple Plain for which no major improvements are planned <br />through 2000. Population, employment and household projec <br />tions indicate that in 1900, there will be 2L.9U0 person <br />trips beginning or ending in Mapie Plain. To accommodate <br />these trips, the city has developed a loca1/collector <br />street system which should accommodate t^ se trii i. This <br />system is presented under the local system needs.
