Existing <br />retaining walls and the location of two existing trees, have <br />resulted in the proposed location of the greenhouse. <br />Given somewhat unclear direction in the Code, staff had two <br />optional ways to look at this proposal: <br />A. If the above-grade deck and greenhouse complex was <br />considered as being "attached" to the house, which is <br />the visual impression one might get from looking at the <br />continuous deck/wa 11/rai 1 ing system, then the 30* <br />setback would apply to the entire structure. However, <br />because the greenhouse and the residence have separate <br />foundations, it was determined that they cannot be <br />considered as one structure. <br />B. Staff has therefore interpreted that the greenhouse is <br />a separate accessory structure which must meet all <br />accessory structure codes, and the continuous decking <br />which is significantly above grade and does not meet <br />the definition of a non-encroachment, must meet the <br />principal structure setbacks. <br />Discussion <br />The applicant maintains extensive gardens on the property <br />and the greenhouse is a natural extension of that activity. <br />Please review the applicant's statsment of hardship and <br />description of unusual property conditions. Staff would add only <br />that the existing driveway on the south side of the house and the <br />septic system immediately north of the house, are additional <br />factors which suggest the proposed location may be appropriate. <br />The only affected property owners are the Bloomers to the <br />immediate west. The proposed greenhouse will be approximately <br />160* from the Bloomer residence. Extensive natural vegetation <br />exists which may provide adequate screening so that the <br />greenhouse and deck probably will not have a significant impact <br />on the visual density in the neighborhood. <br />Regarding the location of the greenhouse nearer the road <br />than the house, please refer to Exhibit G. On this 2 acre wooded <br />lot# with the house being 250' from the road, this structure will <br />likely not be perceived as being out of place. <br />Because there is approximately a 17' separation between the <br />garage and the proposed greenhouse, staff's first inclination was <br />to suggest to the applicants that they move the greenhouse to a <br />point 10* from the garage, eliminating the need for any side
