Tcaff's <br />Bernhardson e.cplained the issues involved wit.n the Tcaffs' <br />reque-^t to remove an existing residential structure, and <br />construct a new home (see Michael Gaffron's April 17, 1991, <br />memo). He advisad that the Planning Commission had recommended <br />approval of the lot area and lot w’dth Viriances, b>*.t <br />recommended, thre^e to one, to deny the side yai'd setbaclc <br />Variance. Ha said, "Subsequent to the Planning Commission <br />meeting, the applicant revistfd h:.s house plan aiid reduced the <br />east side yard Variance from seven feet to five-and-a-haIf feet." <br />Gaffron stated that Robert Mitchell had submitted a letter <br />this evening, on b?half of his client, J’.m Mitchell, that <br />requests an agreement for additional screening. He asked Bob <br />Mitchell if he would elaborate. <br />Bob Mitchell s’nowed the Council pictures of Jim and P.t <br />Mitchell’s r..—ne in relation to th-; Traff property and the <br />existing l.sndrcaping between the two properties. Ha said, "The <br />new home proposed by the Traffs will be located nearer to the <br />Mitchell’s home. W? do not feel it is unreasonaole for there to <br />be some additional landscaping to serve as a buffer." He showed <br />a proposed landscape plan, depicting the location of trees that <br />the Mitchells intend to plant on their side of the property line, <br />and those the Traffs would be asked to plant on their property. <br />Bob Mitchell stated that he has not seen a revised survey of <br />where the Traff home would be located in order to require only a <br />five and a half foot Variance, rather than seven. He added that <br />the Mitchells are amenable to the Variance request if the Council <br />requires the Traffs to provide additional screening. <br />Tim Traff showed sketches of tie proposed house an <br />originally planned, and as revised. He not>:d that the house will <br />now be moved back and will face the lake rather than facing the <br />Lacy house, which will move the house off of the )0 foot side <br />setback line from tlie Mitchell's property line. Traff stated <br />that he has tried to work with the City, and not only reduced the <br />side setback Variance, but moved the house b^-ck to meet the <br />average lakeshore setback. He added that having to angle his <br />house in such a fashion where it would not face the lake, would <br />compromise the integrity af the house and future value. He <br />advised that he had consulted several architects and contractors <br />who indicated that there is little that can be done with the <br />existing 50-year old home. Traff said, "Granting a five and half <br />fo^at side setback Variance will all'w prop^^r proportional <br />dimensions for a conservative home to be constructed. The home <br />will reduce hardcover on this property and will be further from <br />- 11 -
