REGULAR CITY COUNCIL MEETING HELD APRIL 8, 1991 <br />(17)ZONING FILE 11624-CARLSON/SHORELINE MARINA CONTINUED <br />Steve Fichtei stated that they hope to betin construction as <br />soon as possible. <br />Goetten commented that the b> ilding i; <br />character of buildings one would fiid in Orono. <br />suited to the <br />Butler asked if the building will meet the City's hsight <br />requirements. <br />Mabusth advised that the maximum building height for this <br />Zoning District is .30 feet, and the building, at its highest <br />point will be 2u feet. <br />With respect to the Planning Commission's concerns regarding <br />the underground gas tank, Jabbour asked if anti-siphoning valves <br />are included as a feature on the tank. H? cited an example where <br />gasoline had leaked into Crystal Bay fron a mari.ne service <br />station malfunction. <br />David Carlson explained, "There is a safety device built <br />into this particular tank that would automatically close the tank <br />off s.hould line pressure drop toward the like. Tne State <br />required that safety device in 19:32 when the tank was installed. <br />Gasoline leaking into the lake will not occur as a result of this <br />safety valve." <br />Callahan stated that it will take a considerable period of <br />time for the more restrictive PCA regulatio.ns to come into <br />effect. He said, "We have a lake that needs protection now, so <br />it may be appropriate for the City to require the tanks to meet <br />the PCA’s standards at an earlier date. In light of that, we <br />should perhaps consider the issue of the gas tanks separate from <br />the buildingproposal. In relation to the structure proposed for <br />this property, I would like to know what activities may occur in <br />it. The structure is b«aing referred to as a clubhouse. VJlll <br />liquor and food be involved? Will it be a bottle club?" <br />Carlson replied, "The second floor, which will be a <br />clubhouse, will be strictly for the use of the boaters in that <br />harbor and their invited guests. It will not be open to the <br />general public. I would like to put in a minor kitchen with a <br />wet bar, and a fireplace. The clubhouse will not be a bottle <br />club or a bar, and there will be no bartender. I would compare <br />it to a meeting o.t p.irty room that is available in apartment <br />complexes." <br />Callahan stated that the party rooms to which Mr. Carlson is <br />referring, do involve the ability to have liquor. He said, "I am <br />not raising any objections, I would jiist like to know the <br />intended use of the structure." <br />- 5 -
