REGULAR CITY COUNCIL MEETING HELD APRIL 3, 1991 <br />(#7)ZONING FILE #1624-DAVID CARLSON/SHORELINE MARINA & YACHT CLUB <br />1955 SHORELINE DRIVE <br />COMMERCIAL SITE PLAN REVIEW <br />David Carlson, and Steven Fich*ei h:s architect, wr-re <br />present. <br />Bernhardson provided a historical r-;view ot t.ie Marina <br />property and previous applications, stating that Council is being <br />asked to approve the Commercial Site Plan, which now includes a <br />two—story clubhouse. He noted that one of the issues raised by <br />the Planning Commission during tiieir review was tnat of tne <br />underground gas tank and do'tk fueling station. He referred <br />Council to a May 6, 1986 letter which was sent from the City to <br />all Orono Marinas setting forth regulations pertaining to marine <br />service stations. Bornhardson added that the PCA has regulations <br />pertaining to marine service stations. He said, "The subject <br />marina was inspected in 1983, as part of a property transfer. <br />The company that testad the tank has indicated there have bean no <br />problems." <br />Mabusth referred Council to a March 28, 1991 letter from a <br />company by the name of "SEAC03" confirming the statis of the <br />underground storage tank. Tie letter also refers to upgrades <br />that must occur to the tank by December 22, 19''>3 and 1998. She <br />^ tigince the Mtrch 20, 1991 llanning Commission meeting, <br />Staff has learned that the PCA does have stringent rules and <br />regulations. Tney require the keeping and reporting of monthly <br />logs, and perform inspections at certain intervals, based on the <br />age of the tank. <br />Mayor Peterson asked Sr.aff <br />Engineer's comrents pertaining to <br />washing away. <br />to elaborate <br />a portion of <br />on the City <br />the sea wall <br />Cook e.cplained that there are several areas that require <br />another application of rip~rap. He said, ' I do not believe that <br />the first application of rip-rap was done as it should have been. <br />Once the area has been redone, we will go back and inspect it. <br />Y.ayor Paterson asked if Staff would make periodic <br />inspections of the wall. <br />Cook stated that is not usually done. <br />Mabusth added that the property has been neglected for some <br />time and that repairs and maintenance were not done. She <br />suggested that may now change with regular attendance of an owner <br />and manager on the site. <br />Goetten asked when the clubhouse might be completed and the <br />new marina open for business. <br />- 4 -
