ORDINANCE #, 2ND SERIES <br />AN ORDINANCE EXTENDING <br />AN INTERIM MORATORIUM <br />ON THE GRANTING OF <br />CREDITS ALLOWING A 50% INCREASE <br />IN DWELLING UNIT DENSITY <br />IN THE LR-lC-1 DISTRICT <br />The City Council of Orono does ordain: <br />SECTION 1. Statement of Policy. The purpose of Orono Municipal Code Chapter 10 is to provide <br />for the orderly development of residential properties so as not to unreasonably conflict with the <br />current residential character of the City. The City is concerned that its current regulations in Ic i <br />10.26, Subd. 3 related to a credit allowing a 50% increase in dwelling unit density and the LR-lC-1 <br />zoning district are not adequate to ensure this. The City Council determined that time was needed <br />to conduct a study to determine whether new regulations are needed; and, if so, to develop and adopt <br />new regulations. <br />SECTION 2. Extension of Interim Moratorium. To allow time for the study defined in Section <br />1 the City Council imposed a 190 day moratorium pursuant to Minnesota Statute Section 469.355, <br />Subdivision 4, on the granting of applications pursuant to Section 10.26, Subd. 3 in the LR-lC-1 <br />District. The initial moratorium is set to expire on Tuesday, November 17, 1998. Because the City <br />has not yet completed the study which may result in ordinance revisions, it is necessary to extend <br />the moratorium to .May 15, 1999. <br />SECTION 3. Effective Date.
