REQUEST FOR COUNCIL ACTION
DATE; July 23,1998
ITEM NO.: 3
Department Approval:
Name Michael P. Gaftron ■
Title Senior Planning Coordinator
Administrator Reviewed:Agenda Seetion:
Zonina
Item Deseription: Proposed Joint Use Dock Relocation - Navarre Cove (Kelly Cove)
Zoning District: LR-IB
Summarv- of Proposal: The Kelly Cove Homeowner's Association (the northerly 4 units of the 6-
member Navarre Cove Homeowner's Association) propose to relocate their joint use dock system
which has been in place since 1978. The e.xisting 6-slip dock system extends from Outlet A, Na\arre
Cove, which is surrounded by Lot 3, Navarre Cove, the tormer site of the old fire station duple.x
which has been razed. Since Lot 3 is now being proposed to revert to single family status, the
remaining four duplex unit owners would prefer to have a four slip shared dock system extending
from their commons area which is known as Outlot A. Kelly Cove.
List of Exhibits
A - Public Hearing Notice and Mailing List
B - Letter from Kelly Cove Homeowners Association (KCHA)President Austin Evans
C - Letter from Charles & Candice Nadler
D - Memo and Exhibits of June 17, 1998
July 13 Council Action
•r.
On July 13 Council reviewed the request by the KCHA and tabled the request pending a public
hearing. Council also made the following general comments and suggestions in regard to the
proposal:
The 80' width of Outlot A, Navarre Cove, acts to functionally limit the size (width)
of the 6 slips extending from it, as well as keeps them in a compact area rather than
spread out along 400' of shoreline.
-There are a number of reasons for limiting the scope of dockage in this lagoon,
including preserx'ation of aquatic habitat, maintainenance of adequate passage for
other users of the lagoon, avoid crowding, etc.
Given the historic limitations of the entire property to 6 boats, no changes should be
made that would increase the number of boats to more than 6.
