Diann Goetten, Charles Kelley, Barbara Peterson and Richard Flint. <br />Representing Staff were City Administrator Ron Moorsc, City Attorney Tom Barrett, Planner/Zoning <br />Administrator Elizabeth Van Zomcren, Assistant Zoning Administrator Paul Weinberger, Director <br />of Public Services Gre^ Gappa, City Engineer Tom Kellogg, and Recorder Jackie Young. <br />Mayor Jabbour called the meeting to order at 7:00 p.m. <br />(#1) CONSENT AGENDA <br />Goetten moved, Peterson seconded, to amend the Consent Agenda to include Item 2B, <br />Martha and Douglas Head Sewer Project. VOTE: Ayes 5, Nays 0. <br />Items 6, 7, 8, 9, and 20 were added to the Consent Agenda <br />Goetten moved, Peterson seconded, to approve the Consent Agenda as amended. <br />VOTE: Ayes 5, Nays 0. <br />(#2) ORONO ORCHARDS SANITARY SEWER PROJECT - PUBLIC HEARING <br />7:05 p.m. - 7:27 p.m. <br />A. Authorize Preparation of Plans and Specifications for Orono Orc!.,?.r^5 Sanitary Sewer <br />Improvements - Resolution No. 4161 <br />Kellogg stated the feasibility study regarding the Orono Orchards sanitary sewer project has been <br />completed, with Orono Orchard Road. Woodhill Road, Smith Avenue, and Lsman Avenue being <br />targeted for hookup to the City’s sanitary sewer system. <br />Kellogg reported all of the septic systems in this area are non-conforming to the current regulations, <br />with more than half of the systems failing, and the options for replacement of septic systems are <br />extremely limited in this area. The residents have sent a letter requesting that the City begin the <br />process for a sewer project for this neighborhood. <br />A total of 23 units arc included in this project, and a rough estimate of the cost at this time is <br />appro.ximatcly $23,700 per unit. Kellogg stated an advertisement for bids will go out in the spring of <br />1999, and construction should commenee by May or June, with an estimated completion date of <br />August of 1999. Kellogg noted the final laj cr of bituminous asphalt will not be laid until the following <br />vear. <br />Page 1 <br />■jBi
