MN 55323 <br />Dear Mr. Jabbour: <br />On August 17, 1998,1 sent a letter to Elizabeth Van Zomeren expressing my concerns about Otten’s latest <br />plans for expansion and the inadequacy of Otten's present facilities from my perspective regarding both <br />noise and business operations screening. As indicated in a “Request for Council Action ” dated August 20, <br />1998, the council requested on item 6., page 4, that “Applicant to meet with neighbors and establish an <br />enhanced screening plan for Council review and approval; such plan to potentially include additional tree <br />plants, fencing, and/or materials storage screening.” The Council was then to direct the City Attorney to <br />draft documentation to amend the PUD Agreement, as a condition of tlie proposed construction. That is <br />the last correspondence I've had on the matter. <br />Subsequently, 1 have met with Mr. Cliff Oticn twice concerning screening. The first meeting concluded <br />with an agreement to provide me with options including fencing and ''•.her screening of the motor pool and <br />landscape operating area. The second, very unsatisfactory meeting, t • ncluded with Otten reneging on any <br />agreement to provide adequate screening for the motor pool, something he •’ad initially, promised to <br />/.’rmer residents, at an initial planning commission meeting, August 21, 19 - ‘ 'n our meeting, initiated by <br />Wc • on October 6, Otten stated his only attempt at screening would be a 30' or 40' six foot fence hiding <br /><-'>ne planter pots. Additionally, he suggested that if 1 wanted to shield my property from his landscaping <br />operation, to plant a hedge along Dickey Lake Drive. 1 told him that suggestion had no merit after which <br />he accused me of trying to run or ruin his operation, neither of which, 1 think a reasonable person would <br />have suggested. The meeting canie to a close with Otten saying he would build a fence to cover some <br />planting pots and other landscaping materials but tliat was all he was prepared to do. <br />Since. Otten has decided to be unreasonable in my opnion. 1 am writing this letter to you and the Cit)’ <br />Council in an effort to outline my grievances in tlie hope you can either mediate or arbitrate the matter. <br />Those grievances are as follows: <br />1. Promised screening in front of Otten’s motor pool is inadequate after ten years of growth. <br />2. Otten's materials storage is in plain sight of the Dickey Lake Drive, directly across from both my <br />properties. <br />3. Otten’s landscaping operations utilize both heavy loading equipment and larger trucks in those <br />landscaping operations creating an enormous amount of disturbance from engine noise, backup waniing
