That action included approval of the <br />greenhouse addition as proposed, relocation of the existing canopy structure as proposed, allowing <br />the recently constructed entrance monuments in their current location, and allowing the retaining <br />wall/loading dock to remain within Outlot C subject to an agreement that that Otten Brothers <br />Nursery will remove the retaining wall/loading dock if the road is constructed in Outlot C. <br />Approval was subject to two additional conditions identified by Council: <br />1. <br />2. <br />The greenhouse shall not have 'production greenhouse' lighting, so that the impact <br />on the surrounding neighborhoods is minimized. <br />Mr. Otten shall work with City staff and the neighboring property owners to <br />determine what additional screening/buffering is to be provided by Otten. <br />The City Attorney has drafted the attached "Amendment Number 1 to Planned Unit Development <br />No. 1 Agreement for East Willow Woods". The agreement incorporates the conditions of approval <br />noted above. <br />Screening/Buffering <br />Staff received a call and a letter this week from Patrick Pugh, the property owner directly across <br />Dickey Lake Drive from Otten Brothers, who was not able to attend the September 14 Council <br />meeting. Mr. Pugh reports he has met with Mr. Otten regarding additional screening and/or
