II. Summary and Recommendations <br />The construction ot sanitary sewer to serve the Orono Orchard area is feasible from an engineering <br />standpoint. The project is necessary because of the relatively small lot si2es and potential pollution <br />problems. The capital cost as well as operation and maintenance costs have been considered in <br />determining that the project is cost effective. The cost of these improvements are interrelated and <br />should be assigned equitably between all properties. The following recommendations are presented <br />for consideration by the Orono City Council: <br />1. <br />2. <br />3. <br />That this Report be adopted as the guide for installation of sanitary sewer in the <br />Orono Orchard area. <br />That the City conduct a legal and fiscal review of the proposed project prior to the <br />public hearing. <br />That a public hearing be held on the proposed improvements. The total estimated <br />project cost of $518,914 should be incorporated in the public notice. <br />There are 23 units proposed to be assessed for the trunk and lateral improvements. <br />Orono Orchard Sanitary Sewer Improvements
