Briefly, applicants request the vacation of porti^s <br />of Portland Place which lie between their properties in Blocks 1 and 2 of Saga Hill Revised. The <br />history of this is detailed in the staff memo of July 15. <br />Minnegasco has indicated they have a gas main within the right-of-way being vacated and have <br />indicated an easement will be required. It also appears that overhead utility lines are in place <br />the right-of-way, although we have not heard from the other utility companies which were notified <br />by mail on July 8. The City has sewer lines within the right-of-way which will require a utility <br />easement. The City Attorney is investigating whether the necessary easements can be reserved <br />within the vacation resolution, instead of having to be appended documents as currently drafted. <br />Planning Commission Recommendation <br />Pursuant to the required 2-week notice a public hearing was held by the Planning Commission on <br />July 20, 1998. The third parcel affected directly by the vacation was represented by the owner, <br />Carolyn Udell, who was in favor of the vacation. Planning Commission voted 6-0 to recommend <br />approval per the staff recommendation, including; <br />1.Approval of the vacation of that portion of Portland Place located between Blocks <br />1 and 2, Saga Hill Revised, adjacent to the Moe and Udell properties only.
