r <br />Subd. 2. Submission of Plans. <br />Land owners may submit land subdivision plans for any "R" District without adherence <br />to minin.am lot size requirements for each building lot, provided that the total number of <br />building lots, or dwelling units, shall not exceed the number of such lots or units <br />permissible under the minimum lot size requirements of the zoning district or districts to <br />which the land is situated. <br />Subd. 3.Council Discretion. <br />The dwelling units permitted may be, at the discretion of the Council and subject to the <br />conditions set fortli by the Council, in detached, attached or multiple family dwelling <br />structures; subject to the limitations provided for in each zoning district. <br />Subd. 4.Open Space, Etc. <br />The dedication, ownership, use and maintenance of open spaces created by the application <br />of the Planned Residential Development shall be subject to conditions deemed necessary <br />by the Council to assure the preservation of such open spaces for their intended purposes. <br />Subd. 5. Dedication of Open Spaces. <br />The dedication and ownership of such open spaces may be through; <br />(1) Homeowner's association; <br />(2) Landlord maintenance; <br />(3) Special Service District; <br />(4) Municipal Ownership; or <br />(5) any other method deemed appropriate by the Council to accomplish the <br />purposes of this plan. <br />Subd. 6.Site Plan. <br />The proposed site plan, including location, spacing and basic design of proposed buildings, <br />street and parking plans, water and sewer (public or private) plans, and plans of open <br />space available for park or recreational purposes, shall be submitted for approval by the <br />Planning Commission and the Council. <br />Subd. 7. Hearings. <br />The Council may direct that a public hearing be held to review such plans.
