Gappa <br />Title Director of Public Services <br />Administraj(or Reviewed:Agenda Section: <br />Engineer's Report <br />Item Description: Public Hearing for Edgewood Hills Sanitary Sewer Project <br />The Edgewood Hills area, located off Woodhill Road, was included in the recent MUSA <br />expansion for sanitary sewer installation. The project area residents have sent a letter requesting <br />that the City begin the process for an assessment sewer project. It is proposed that a sewer project <br />for this area will be funded by assessment of all the costs to the benefiting properties. A City cost <br />contribution for this project is not envisioned. This project will have eight sewer connections. <br />A feasibility study has been completed for this project. The recommended alignment is to <br />directional bore the pipe under Woodhill Road. The option of installing sewer in the backyards <br />was investigated, but required a substantial amount of extra pipe and is not cost effective. The <br />estimated unit cost for this option is $29,400. <br />The preferred pipe alignment in the road has two options for installation of the services to each <br />house. Option A, with an estimated assessment of $21,140 per unit, is to directional bore the <br />service lines all the way to the backyard to within twenty feet of the existing septic system. This <br />will increase the assessed cost to the property owners, but will result in less cost and disturbance <br />for the system hookup by the plumbers. It should be more cost effective to bore the entire service <br />line than to have each owner pay to have this work completed by individual plumbers. Also, most <br />small plumbing contractors do not have access to directional boring equipment and would open <br />cut the service resulting in more yard disturbance. The hookups for this project are expensive <br />because all of the septic systems are behind the houses in the backyards. <br />Option B with an estimated cost of $17,717 per un^ is to install approximately the first sixty feet <br />of service pipe. This will reduce the assessed costs, but increase the hookup costs and site <br />disturbance for individual homeowners. Information on the preferred option can be obtained from <br />the property owners at the public hearing. <br />A resolution is attached to accept the feasibility smdy and schedule a public hearing for this <br />project. We have scheduled the hearing for 7:00 P.M. at the regularly scheduled City Council <br />meeting on February 9th. <br />COUNCIL ACTION REQUESTED: <br />Motion to pass the resolution to accept the feasibility study for the Edgewood Hills sanitary sewer <br />project and schedule a public hearing for 7:00 P.M.
