il <br />#2341 - Dan Anderson <br />June 5,1998 <br />Page 2 <br />Runoff from the west-sloping portions of Lots 4-5-6 will be sufficiently handled via <br />the natural vegetated buffer provided for and retained via the Tree, Woodland and <br />Vegetation Preservation Easement. <br />Runoff from portions of Lots 1, 2 and 3 will be directed to the stormwater pond. A <br />vegetated buffer strip is being preserved via covenants along the north boundary of Lots 2 <br />and 3. <br />- Temporarj' sedimentation ponds and silt fencing will be established during construction of <br />each residence to reduce the impact of runoff reaching the lake. This will be a requirement <br />at the time of site plan review for each home. <br />Final pond and drainage system design details pertinent to stormwater quality and quantity will be <br />needed by the City Engineer before the plat will be releasd for filing. <br />Park Fee <br />City Assessor Rolf Erickson has established a pre-development fair market value for the property <br />at just over $3 million. The park fee is due for Lots 2 thru 7; Lot 1 contains an existing residence and <br />is not subject to the park fee. Since the value of each of Lots 2 thru 7 is well in excess of $61,250 <br />per lot, the $4900 per lot maximum park fee is required for a total park dedication fee of $29,400. <br />Status of Municipal Sewer; MUSA Amendment <br />A public hearing for the proposed MUSA amendment for the Maxwell Bay area was held at the <br />Planning Commission on May 18 and received a recommendation for approval. On May 26 the City <br />Council conditionally approved the amendment subject to Metropolitan Council approval, ^d <br />directed staff to submit a formal MUSA amendment to the Metropolitan Council. The application <br />is expected to be submitted the week of June 8. Tom Caswell, our Met Council staff Sector <br />Represemative, was asked to indicate the approximate timeframe for approval, but I have hot heard <br />back from him as of this writing. <br />Applicant in April noted the road construction could be held off until at least June in order that sewer <br />and road construction be coordinated, and that the current subdivision layout would not change <br />regardless of whether sewer is provided. Applicant has provided preliminary sewer and road plans <br />which indicates the road and sewer are feasible, but has not provided final detailed road and sewer <br />construction plans as of this writing. <br />Applicant heu indicated that it is his intent to design and build the sewer as part of the development.
