Zoning File #1624 <br />March 28, 1991 <br />Page 6 <br />Mr. Carlson has advised that since the tanks were inspected <br />in 1988, the PCA would not require an inspection of the tanks <br />until 1993. He has also advised that he would require an <br />inspection every other year - next would be in 1993. <br />In 1986 the Orono building inspector sent out letters to all <br />marina owners advising of the approved procedures for marine <br />service stations. A copy of this letter was retreived from the <br />former Sailor's World Marina file. Staff would recommend that <br />the current owner be advised of those same procedures. <br />Other neighbors in attendance at the meeting talked of the <br />need for a public phone on the premises. There is nothing in <br />your regulations that would require a public phone. Applicant <br />may wish to comment. Another neighbor questioned whether access <br />to the site could be controlled (designated ingress and egress <br />access). It was never a consideration of the reviewing staff. <br />The City Engineer may wish to comment. <br />The only other outstanding issue for this review is the <br />question of lighting. Applicant's consultants advise that they <br />will use the same lighting first proposed by Mr. Toberman in the <br />earlier reviews and are enclosed as Exhibit 0. <br />Planning Condssion Recomnendation <br />A resolution has not been drafted per the Planning <br />Commission's approval recommendation because the application <br />involves merely a commercial site plan review. All variances <br />approved in 1990 are current and have not been exceeded. All <br />conditions of Resolution #2891 are still n effect. Staff would <br />add the following: <br />1. Applicant to meet with City Engineer to discuss <br />appropriate repair of sea wall and drainage structure <br />at south end. Developer's Agreement and Letter of <br />Credit must include cost of repair of sea wall and <br />drainage structure. <br />2. Payment of SAC fees with building permit for new <br />construction. The property has already been assessed <br />two sewer units. The building department shall do a <br />final analysis of sewer units based on final approved <br />Interior plan of facility. <br />lav
