i- <br />REGULAR CITY COUNCIL MEETING HELD MARCH 25, 1991 <br />(|2)NAVARRE HEIGHTS DRAINAGE CONTINUED <br />Gerhardson noted that amount is only for construction and <br />does not take into account easements that we will have to acquire <br />from approximately two or three properties downstream. <br />Co^k statsd that there are approximately 40 lots, but that <br />some property owners have more tnan one lot, so tnere ate <br />approximately 30 property owners. <br />Jabb'our stated that if the Council is unable to attain a <br />4/5ths vote in favor of the project at this point of the process, <br />it would be unlikely that such would be the case when the project <br />is to be ordered. <br />Butler stated that the only way the City will have a more <br />realistic idea of the pronect costs, or how many residents would <br />be in favor of the project based on that cost estimate, is to <br />advertise for bids. <br />Mayor Peterson stated that it has come to her attention that <br />the owners of the property prior to Cuffs had also approached the <br />City about water problems they were experiencing. She asked <br />Karen Cuff when they purchased the property. <br />vl':uff stated that she and her husband purchased the property <br />in 1980. <br />Mayor Peterson stated that the drainage on this property has <br />not become a problem since the Cuffs purchased it. <br />Callahan stated that it is apparent that the Cuffs have a <br />problem, but that the problem has obviously existed for some <br />time. He asked Gerhardson if anything on ti^e property has <br />changed. <br />Gerhardson replied, "No, nothing has changed. In fact the <br />basement in that house was having problems when I first started <br />working for the City." <br />Callahan asked, "Beyond the fact that the underground pipe <br />will take the drainage below the ground surface and confine it, <br />what other benefits would the project offer to the neighborhood? <br />Will it provide any physical benefit to the other neighbors?" <br />Gerhardson replied, "Not any benefit that they would <br />notice." <br />Mayor Peterson stated that there is a driveway on the west <br />side of the Cuffs' property. She questioned whether that <br />driveway p.lays a role in the drainage problems and if it would <br />drain into the storm pipe once it is installed. <br />- 7 - <br />'iML
