Authority <br />1, State of Minnesota - Municipal Planning Act as amended. <br />2. Name - The name of this Commission is the Planning and Zoning Commission <br />oTThe City of Cottage Grove* hereafter referred to as the Cotrmission <br />•jnd as the Commission is authorized to adept rules of proesdu <br />according to Chapter 28 of the City Code of the City cf cottage Grove, <br />Washington County, State of Minnesota. <br />Governing Regulations - The laws of the State of Minnesota and the <br />ordinances of the City of Cottage Grove supersede any part of these <br />rules of procedure of the Commission. <br />4. Rules of Order - In matters not covered in these rules of procedure, <br />the conduct of the Commission shall be guided by “Roberts Rules of <br />Order, Newly Revised". <br />5. Open Meeting Law - The Commission and all Committees thereof shall be <br />subject to the Minnesota Open Meeting Law. <br />B. Enablement and Amendments <br />1. These rules of procedure, hereafter referred to as the Rules, shall take <br />effect upon adoption by a two-thirds affirmative vote of the entire <br />Commission. <br />2. These Rules may be amended only at regular meetings of the Commission <br />and by not less than five (5) members of the Commission consenting to <br />any amendment, and with any amendment receiving consideration for at <br />least two (2) consecutive regular meetings before adoption and inclusion <br />in these Rules. <br />C. Purpose <br />1. The primary purpose of the Commission shall be to formulu.e and imple ­ <br />ment a master plan for the development of the community and to conduct <br />municipal planning activities for guiding the future development and <br />improvement of the municipality through the preparation, adoption and <br />amendments of the Comprehensive Plan. <br />2. The Commission shall serve as the Board of Appeals and Adjustments. <br />1 <br />'
