A. Empirical basis for the Comprehensive Plan <br />B. Govern its own storm water management instead of <br />Minnehaha Creek watershed District if Orono chose to <br />undertake <br />C. Identify areas for potential storm water managment <br />projects <br />D. Provide information for the City to deal with related <br />items such as: pollution of the lakes including hard <br />cover/fertlizer pollution etc. <br />The results of this mapping could be placed on a computerized <br />mapping system and used for reviewing future development. Some <br />monies could be generated by sale of this information to <br />applicants if the City had it loaded on an Ultimaps or Autocad. <br />This element would address the storm water quality in the plan. <br />A second, though not required, element for such a plan would be a <br />water quality study of the storm water which would cost an <br />estimated $50-70,000 should it be undertaken. <br />Issue #2 - Financing Alternatives - Storm Water Management - The <br />primary thrust of Attachment A was to outline ways the City could <br />finance various storm water projects. Additionally to the extent <br />that it generates money it could also look at using this to fund <br />an overall storm water management plan. Several cities have used <br />the utility revenues to pay for the plan. The utility approach <br />is the one that for at least a portion of the community may make <br />necessary storm water management plans easier to implement. As <br />an example we could set up a storm water utility in the Navarre <br />Heights area and perhaps use that as a funding mechanism instead <br />of the special assessment approach currently being contemplated. <br />ALTERNTAIVES - <br />Policy <br />Issue #1 - Storm Water - <br />1. Direct staff to develop a request for proposal for <br />storm water management plan. <br />2. Choose not to undertake. <br />3. Table for further information. <br />Issue #2 - Storm Water Financing Alternatives <br />1. Delinate what alternatives seem appropriate. <br />2. Direct staff to continue with special assessments as <br />the only alternative. <br />i
