Mabusth, Building 4 Zoning Administrator <br />Dates February 21 r 1991 <br />Subject:Highway 12 Study - Review of Policy/Goals & Issues <br />to be Addressed by Planning Commission <br />The following are policies/goals suggested by the four <br />meoibers in attendance at the work session meeting of the Planning <br />Comalssion on February 6, 1991: <br />1. Overall goals and polices of the 1980 Community <br />Management Plan are still appropriate and should be restated <br />for these discussions. <br />2. The designation and/or new installation and/or upgrading <br />of a corridor through the City will not result in the <br />rezoning to commercial or Industrial of abutting lands nor <br />the expansion of existing commercial or industrial zones. <br />No changes in current zoning shall be considered. <br />3. The City shall support the views of its residents but <br />final determinations must be a comprehensive response to <br />immediate and future transportation needs. <br />4. The upgrade of Highway 12 is necessary within the <br />Orono/Long Lake area because of safety factors. <br />5, To encourage all levels of communication between the <br />Councils, Planning Commissions(?) and citizens’ groups of <br />the cities of Long Lake and Orono. To encourage a forum for <br />the exchange of ideas and concerns for the purpose of <br />developing a mutual plan/agreement between both cities. <br />6. Adopt the following from a staff memo prepared for <br />Council entitled "Initial list/potential goals for Orono", <br />as follows: <br />A) effectively and safely handle traffic (not <br />via a freeway); <br />B) establish corridor to plan around; <br />C) minimize time length for property owners caused by <br />uncertainty as to highway location; <br />D) develop corridor as close to present as possible; <br />E) limit residential impacts; <br />F) protect the natural environment.
