Dallam called the meeting to order at 1:15 p.m. The minutes of the October 16th <br />Technical Committee meeting were approved as submitted. <br />Dallam then began a discussion on the status of the current TH 12 alternatives (layouts) and <br />requested that each community submit, from the perspective of the communiw, the "best" <br />location of each alternative by December 3rd to HNTB. He said this would include <br />alignment shifts, as appropriate or desired, to avoid important features that may not have <br />been detected when the layouts were prepared. Dallam also requested each community to <br />illustrate on the same (1" » 2,000 ’) map the location of the "special features" that should <br />be avoided. To accomplish these tasks, Dallam said that it would be necessary and <br />important for each community to organize their delegates so that one set of changes is <br />received per community. <br />Dallam also discu^d the status of the overlay mapping. Overlays showing wetlands, parks, <br />cemeteries, schools, sites on the National Register of Historic Places, and residential areas <br />are currently being prepared. The overlay of special features, including lands designated <br />in Agricultural Preserves, "Big Woods" tree communities, sites of potential historic <br />fignif*can<^, and other special features (as deemed appropriate by each community) will also <br />be prepared. Responding to J.D. Goetten ’s question, Dallam said that overlays will be <br />completed shortly after all data is received - including the special features that the <br />individual communities provide. Dallam then distributed full-size maps (1" - 2,000 ’) to the <br />technical committee attendees for each community to provide requested feedback. <br />J. Dillman commented that the CR 11/TH S3 bypass option should be removed from <br />fiirther study - that a freeway could not be accommodated, nor would traffic problems be <br />solved. Dallam reiterated that if an alternative does not satisfy the transportation need, it <br />will be inunediately dropped. (Trafric forecasts will provide the critical data to make this <br />assessment). <br />TrafBc forecasts for the project were then discussed. The Committee, Dallam, and Hay <br />discussed the components of the Metro Council ’s 20 year forecast period, modeling process, <br />and the effect they will have in the project area. <br />'AA 4k .i
