ADHINISTRATOR'S DOTIES AND RESPONSIBILITIES <br />The general duties and responsibilities of the Administrator <br />shall include the following: <br />1. Supervise and direct the administrative affairs of the <br />City and all departments and contractors thereof and to <br />seek effectiveness and efficiency therein. <br />2. Advise the Council regarding the policies, affairs, <br />financial condition and needs of the City. <br />3. Recommend an annual budget or budgets to the Council. <br />4. Carry out the policies, budgets, and directives of the <br />Council including any attendant purchasing functions. <br />5.Preserve the public peace, health, and safety of persons <br />and property and see to the enforcement of the ordinances <br />of the City and general law. <br />6. <br />7, <br />Administer the personnel program of the City. <br />Perform such other functions and have such other powers <br />as may be established by vjeneral law, ordinance or <br />resolution of the City, or as agreed to by the <br />Administrator and the Council. <br />104. DBPARTHBIIT HEAD'S DUTIES AND RESPONSIBILITIES <br />City department heads are expected to: <br />1.Be immediately responsible and accountable to the <br />Administrator for the effective administration of their <br />respective departments and all activities assigned <br />thereto in accordance with the program and adopted <br />budget. <br />2.Submit such reports of the department activities of their <br />departments to the Administrator as requested. <br />3.Effectively supervise department employees and to <br />maintain efficiency in their operations. Department <br />Heads may adopt and enforce departmental rules and <br />regulations not inconsistent with this Administrative and <br />Personnel Policy, with the approval of the Administrator. <br />Should one rule or regulation be more stringent than the <br />other, the more stringent shall apply. <br />4.Report upon the efficiency of subordinates and will <br />notify the Administrator of changes in duties of their <br />employees in order that the compensation plan can be <br />maintained. <br />105.
