ORONO COUNCIL MEETING HELD JANUARY 14, 1991 <br />CITY ADMINISTRATOR’S REPORT <br />LMCD SHORELAND REGULATIONS <br />Bernhardson stated that since the Dacember 10, 1990 Orono <br />Council meeting, the LMCr held a meeting. He said, "The neetirig <br />was held on December 12, 1990 and the DNR was present to explain <br />the Shoreland Regulations. The City oi Orono did not ha/e a <br />representative present. I believe that Counci1.member Jabbour <br />attended as a private citizen. There was a subsequent meeting of <br />the 'Group of 8' on January 8th to discuss strategy. That was <br />also the day the Metropolitan Council Systam's Committee held <br />their first hearing on the Comprehensive Plan. The Mayors of the <br />City of Wayzata and Spring Park were present at the hearing, in <br />addition to representatives from the City of Excelsior and Orono. <br />Due to other items on the hearing agenda, we were not able to <br />make our presentation until 1:00 p.m. and had to leave the <br />meeting before the LMCD made their comments. We indicated that <br />V •'> were concerned about the direction being taken. We suggested <br />tnat since there is not unanimous agreement among the cities <br />that it may be appropriate for the Metropolitan Council to send <br />the plan back to the L.MCD and allow more time to work out the <br />differences. I don't know if that is the direction that the Met <br />Council will take. We also raisad the point that in our opinion, <br />the LMCD should concentrate on water surface, rather than <br />shoreland regulations. There were some concerns expressed <br />privately by one Metro Council member regarding the LMCD becoming <br />involved in the regulation of shoreland. Mr. Callahan and I have <br />discussed that aspect further in the past few days. In the <br />meantime, the LMCD has been trying to discuss various issues with <br />the Group of 8. The LMCD met with representatives from Spring <br />Park last Thursday and reviewed their shoreland regulations. <br />They determined that few of the Spring Park shoreland regulations <br />would need revising in order to concur with the LMCD's <br />regulations. However, I spoke with the Mayor of Spring of Park <br />and their City does still have concerns about the Comprehensive <br />Plan. <br />Today I received a Memorandum of Understanding that differs <br />from that presented in the Council's information packet this <br />time. The Memorandum is abbreviated and is the same as that they <br />presented to the City of Spring Park. I also spoke wicn Gene <br />Strommen today and he extended the same offer to sit down with <br />representatives from Orono to discuss the shoreland regulations. <br />I told Mr. Strommen I would get back to h’ . with a response to <br />his offer." <br />Mayor Peterson questioned whether it would be beneficial to <br />meet with the LMCD at this point. <br />Councilmember Callahan replied, "It seems that nothing comes <br />of these meetings. However, in order to be polite, we could <br />agree to meet with them." <br />J
