Date: May 13, 2024 Item: 8 <br />Presenter: Maggie Jin, Finance Director <br />Section: Consent Agenda <br /> <br />Title: IT Position Descriptions and Recruiting <br /> <br /> <br />1.Purpose: <br />The purpose of this action is to seek council approval to establish a new Information Technology <br />(IT) Manager position, revise the Information Technology (IT) Technician position and gain <br />approval of the job descriptions and authorize recruitment for the positions. <br />2.Background: <br />Technology is constantly evolving; the City needs to be able to evolve with and keep operations <br />running continuously and without interruption. The City moved from contracted IT service in 2007 <br />to a part-time IT technician. In 2013, the City hired its first full-time IT technician and currently <br />has been able to retain staff and build upon his knowledge and expertise. <br /> <br />Staff have grown from 44 full-time equivalent (FTE) employees in 2010 to 66 FTE in 2022, which <br />includes the absorption of Mound's police force in 2013. Additionally, the City added police <br />service to Spring Park and Minnetonka Beach, public work service to Spring Park, the brush site, <br />Lurton dog park, and the new Public Works building all within the last decade. Locations that the <br />current IT staff travels to occasionally to maintain City operated technology includes: Orono City <br />Hall/Police Station, temporary north Fire station, Public Works building, Hennepin County water <br />patrol station, Mound City Hall, Grandview Middle School, Mound Westonka High School, <br />Lurton Dog Park, Orono Brush site and the South Water Plant building. With the increase in <br />staffing, services and City regulated locations, comes the increase in vehicles, equipment and <br />maintenance needed to operate IT. <br /> <br />Furthermore, technology have rapidly advanced over the years. Software licensing and online <br />subscriptions has increased to be aimed more towards digitalizing work and accessibility, going <br />paperless and improving and streamlining processes. Additionally, with more recent events the last <br />few years, the prevalence of body cameras, security cameras at public facilities, like the dog park, <br />and the need for IT security management have increased. <br /> <br />The City needs an additional IT personnel to free up time for the current IT personnel to work on <br />projects and bigger picture IT needs, such as upgrading current servers to the cloud, asset <br />management project and more streamlined processes. The current staff has the experience with the <br />City and its needs, however, no downtime to focus on them. Staff is proposing to split out the <br />current IT technician’s position as shown in the two job descriptions attached to this council item. <br /> <br />The current IT Technician position was budgeted for full-time at grade 10. To create and revise the <br />manager and technician position, the estimated impact will be roughly $50,000 to the 2024 <br />financials, to be funded by the IT fund. The 2025 budget will include these positions in the IT <br />service line items per department with respect to responsibilities and equipment. <br /> <br />AGENDA ITEM <br /> <br /> <br /> <br />78
