Surrounding upland vegetation is planned to be managed for invasive <br /> species to establish the function and value of the wetland buffers. <br /> i. Two rain gardens are proposed outside the wetland boundary to manage <br /> local runoff through the area. <br /> j. The proposed wetland restoration project should have no adverse impact on <br /> surrounding lands. Drainage patterns for runoff leaving the site are not <br /> proposed to be significantly altered. <br /> k. The wetland restoration project will not alter the essential character of the <br /> neighborhood and will not result in a negative impact upon adjacent <br /> properties. <br /> I. The proposed grading within the wetland is regulated by the Minnehaha <br /> Creek Watershed District. The proposed enhancements to upgrade the <br /> quality of the wetland are in conformity with the spirit and intent of the zoning <br /> code. <br /> m. The proposed grading and thin spreading of wetland soils is proposed to <br /> result in a decrease of invasive wetland vegetation and facilitate the success <br /> of native and beneficial wetland plants. <br /> n. The project will not impair the use and enjoyment of the properties in the area <br /> or have an adverse impact on property values in the area. _ <br /> o. The Applicant has provided a plan for the project areas which will result in <br /> significant aesthetic improvements with regard to the vegetation and <br /> appearance of the wetland. <br /> p. The project is specifically designed to take into account the natural, scenic, <br /> and historic features of the area and to minimize environmental impacts. The <br /> proposed improvements to the wetland and surrounding upland areas will <br /> have beneficial environmental impacts. A detailed landscape plan was <br /> provided by the Applicant. <br /> 4. The City Council has considered this application including the findings and <br /> recommendation of the Planning Commission, reports by City staff, comments by the <br /> Applicants and the public, and the effect of the proposed CUP and wetlands <br /> alteration permit on the health, safety and welfare of the community. <br /> Page 3 of 8 <br />
