FLEXIBILITY REQUEST <br />SHORZLAND MANAGIL'-IENT REGULATIONS <br />CITY OF EXCELSIOR <br />Page 3 <br />en Standards for Galpin Lake <br />Galpin Lake and Lake Minnetonka are the only pi:^lic waters in <br />gxcelsior* The south portion of Galpin Lake is located in <br />Shorewood. Galpin Lake outlets to Lake Minnetonka via storm sewers <br />in Excelsior. <br />Lake Minnetonka is classified as a General Development lake <br />and Galpin is a Recreational Development lake; however, the City of <br />Shorewood has apparently regulated Galpin as a General Development <br />water for several years. <br />The development pattern around Galpin Lake in Excelsior is <br />similar to the pattern around Lake Minnetonka. <br />Request:Allow the City of Excelsior to apply General <br />Development Residential Standards to Galpin Lake ■— <br />including minimum lot area and width and building <br />setbacks. Initially, the City considered requesting <br />a change in classification but changed its request <br />to include only residential standards, thereby <br />retaining other desirable DNR standards for <br />Recreational Development likes such as fish stocking <br />of RD lakes and not GD lakes. <br />Tmoervious Surface Coveraca <br />The State standard calls for a maximtim of 25% impervious <br />3\2rface coverage per lot including buildings, parking lots, <br />driveways, sidewalks, etc. Excelsior's single family residential <br />areas (R-1 and R-2) comply with this standard but its multiple <br />fauaily, public buildings, and commercial areas exceed the standard. <br />The downtown area, in particular, ranges from 75% to 95% coverage. <br />The Hennepin Conservation District assisted the City ^ <br />delineating and measuring existing impervious surface coverages in <br />Excelsior. The existing number of acres in each major land use <br />category together with the percent of impervious coverage is shown <br />below.
