Environment Committee, Minutes, 10/13/92, P. 2 <br />RE-EXAMINATION OF WATER QUALITY OBJECTIVES BASED UPON THE <br />LMCD MANAGEMENT PLAN FOR LAKE MINNETONKA. <br />A. SEPTIC SYSTEM MANAGEMENT. <br />B. <br />* Duff reviewed Woodland's history wherein it asked the <br />Metropolitan Council for exemption from sanitary <br />seweis as a result of the city's large lots. The <br />request was granted. Woodland did share in the <br />interceptor system costs should it reed to use it. <br />He added that their septic systems in the Assembly <br />Grounds area are monitored by contract with Metro West <br />Inspections, with every home inspected ever other <br />year. The city's power to insure compliance would be <br />to refuse a household certificate of occupancy. All <br />systems meet state mandated requirements of 75' back <br />from the lakeshore or 25' from a non-riparian wetland. <br />The Assembly grounds does have 42 families in 14 <br />acres. A commons ground between these homes and the <br />lake provides a substantial buffer zone Duff reports. <br />* Erdmann volunteered the observation that the cities <br />around Lake Minnetonka are "worlds ahead of other <br />lakes in the state for septic system control. " <br />* Gaffron reviewed Orono's experience. Of 32 miles of <br />shoreline, 26 miles are sewered. Areas not sewered <br />are low density two "to five acre lots. Bracket's <br />point is one area unsewered. Some of the lake cabins <br />on small lots, made into year-round residences are now <br />sewered. A group of llA existing homes in the Stubbs <br />Bay area are now being provided city sewer service. <br />The $2 million cost is being paid by benefitting homes <br />from 09,000 to 014,000 each, with 35*/. of the cost paid <br />hy general taxes. A full-time inspector is now <br />bringing systems into compliance with annual <br />inspections at a homeowner cost of 050 per inspection. <br />Big Island has six homestead residences. Outhouses <br />are allowed where they meet ordinances. Deering <br />Island has one unoccupied home. <br />« It is believed Minnetrista has some homes in the <br />shoreland area (1,000' from the lake) on septic <br />systems, but a report was not available at this time. <br />TRASH CONTAINERS. Placing trash containers at public <br />boat accesses was reviewed. The DflR does not provide <br />this service since it attracts unwanted liousehold waste. <br />Examples of this happening at city and county sites were <br />given. Hennepin Parks incorporates its trash program as <br />part of the entire park operation. Twice-daily emptying <br />is required during the summer, three times on holidays
