I he W.d er <br />Structures Committee will discuss the results of Uie Public <br />Hearing at its meetinvi on November Id. <br />FINDINGS: <br />1) A pul^lic heiaring was held to discuss wfieth<M tlu; LNCD should <br />adopt an ordinance similar to Orono’s Ordinance <br />which prohibits the use of non-encased "stvi'oloain" as a dock <br />flotation device. <br />2) TIte City of Orono has been asked bv Dow Chemical, maniitac- <br />turer of "Styrofoam" to revise its ordinance replacing tlie <br />brand name "Styrofoam" because it is not use<l proffer Iv in <br />tfie ordinance. <br />3) There are two basic types of polystyrene foam used for <br />flotation in docks, extruded and molded. "Stvrofoam" is an <br />extruded plastic foam wfiich has a closed cell structure. It <br />has a very low absorption rate and does not fragment easily. <br />Molded polystyrene is made from expandable beads which are <br />expanded and f"uso;d together. Water can be al>sorbe<'l between <br />the beads. The beads are subiect to fragmentation and <br />deterioration. <br />4) There are three marinas on the Lake known to be usifig non- <br />encased plastic foam as a flotation device. Iwo are using <br />non-encased molded polystyrene expandable be.Mtl foaiti. I hose <br />two marinas. Lakeside and Minnetonka Boat Works. Iiave expe­ <br />rienced problems with the foam fragmenting. The third <br />marina. Windward Marine, has used non-encased "Styrofoam" <br />brand foam as a flotation device.
