November 5, 1992 <br />VIA FAX <br />Mayor and Council Members <br />City of Orono <br />Dear Mayor and Council Members: <br />I am writing on behalf of the Save the Luce Line Committee and other Orono <br />citizens concerned about the proposed routes for Hwy. 12 expansion, to <br />encourage the Orono council to maintain a sizeable ($50,000 - $100,000) <br />contingency reserve for work related to the Hwy. 12 expansion. <br />The need for these funds will be to provide the Orono Council with the expertise <br />to fully understand, monitor and evaluate the Environmental Impact Study wnlch <br />will be done by MnDOT on tf j proposed routes. The Council should be <br />knowledgeable about the methods used and the meaning of the results of the EIS, <br />in order to challenge unfavorable developments and to lobby successfully with the <br />powers that be for a judgement favorable to the Orono position. We cannot <br />emphasize enough that funds expended during the EIS may save Orono tax dollars <br />later if the EIS is unfavorable and Orono does not have a carefully prepared <br />position from which to challenge the firidings. <br />In summary, a well-informed position substantiated by technical expertise (such as <br />hydrologists) is essential to maintaining a strong position of no new .'jad beds <br />through Orono. <br />We would be pleased to meet with the Council to discuss this further, to help in <br />the process and to share strategies which we have developed. <br />Sincerely, <br />Douglas R.
