B. Disadvantages <br />1) High initial cost <br />4, Use of private service station <br />A. Advantages <br />1) Eliminates the cost of a fuel storage system <br />2) No need to meet current or future regulations <br />concerning fuel storage systems <br />B, Disadvantages <br />1) Orono is not well served by 24 hour service <br />stations. The only one is in Spring Park. <br />This could leave the city vulnerable in a late <br />night emergency situation. Service stations <br />are not relied upon or mandated to provide <br />service during emergencies such as snow <br />storms. Cities are responsible to provide <br />service especially in emergency circumstances. <br />2) It is preferred practice that re-fueling be <br />done at the end of the working day. The <br />period between 4:00 p.m. and 4:30 p.m. is a <br />time when we could be competing with commuters <br />at the private service stations. <br />The fuel storage sysjtem vendor. Pump and Meter Co. has not yet <br />provided the cost information for the various alternatives. <br />Based on past discussions, the initial costs of the smaller <br />capacity above ground tanks should be somewhat similar to the <br />costs of the large capacity below ground tanks. If this is the <br />case, staff's recommendation would be to install the above ground <br />tanks. The aboveground fuel storage alternative would provide <br />the benefits of on-site fuel supply without the uncertainty <br />concerning future costs of insurance or cleanups rela ted t o <br />possible leakage from underground tanks.
