Planning & Zoning Administrator <br />October 22, 1992 <br />SUBJECT: Draft Letters of Response - Flexibility Requests <br />Attached is a draft letter of response to be sent to the Cities of <br />Minnetonka Beach, Spring Park, Tonka Bay, Wayzata, and Woodland <br />regarding their flexibility requests. At your October 12th meeting. <br />Council generally indicated that Orono should respond with a show of <br />support for these cities* efforts rather than dissect the specific <br />proposed code elements with which Orono may philosophically disagree <br />to a minor or major extent. <br />LMCD Representative Hurr suggested that perhaps Orono should take a <br />more strict stand on the issue of hardcover related to commercial and <br />high density residential development. Certain cities are proposing <br />ordinances which would allow development and redevelopment with <br />hardcover in excess of 75% under certain conditions. Hurr suggested <br />that if no adjacent cities oppose this the DNR will be in a weaker <br />position to disallow such provisions. I have taken a middle-of-the- <br />road approach in addressing this issue. <br />Staff Recommendation <br />Please review the draft generic letter and accept it, modify it, or <br />give staff further direction. <br />!
