Hilbelink (Original Applicant <br />Stephen Lombardozzi) ^ 115 O'.d Crystal ^■‘y Road North - ^ <br />Final Subdivision - Resolution <br />Council members may remember earlier this year that the original <br />applicant sought approval of a year extensicn of preliminary <br />subdivision approval of the three lot plat because of the indefinite <br />stattxs of the Highway 12 corridor selection. Since Council's approval <br />of the year extension, applicant has sold the property to Vogt and <br />Hibelink. applicants have filed the final plat application and have <br />fulfilled all conditions of preliminary subdivision approval as set <br />forth in Resolution No. 2918. Please review applicants' letter of <br />October 15th enclosed in your packets. Applicants ask for special <br />consideration concerning access to Lot 2, Block 2. Applicants request <br />direct access fur Lot 2, Block 2 at Old Crystal Bay Road claiming <br />major hardships for future residents if private drive is to be <br />constructed within Outlet A. <br />Staff recalls the long intensive review of transportation plans <br />and the future goal of the Ci »:y to restrict individual curb cuts onto <br />Old Crystal Lay Road, considered a collector road, transferring local <br />traffic to newly defined public road Wear Lane North. It is the <br />City's plan to obtain right-of-way with each subdivision of a property <br />northward of the subject parcel. Any access from Lot 2 was deemed <br />unsafe by the City Engineer because of the 40 mile speed limit and tne <br />steep hill limiting siting distance at the lot line. If Council <br />accepts applicants' request for individual or separate access onto Old <br />Crystal Bay Road, the plat should oo amended eliminating road outlot <br />along northern boundary of Lot 1, Block 2. <br />The enclosed resolution has been drafted per the conditions set <br />forth at preliminary approval time.
