It <br />is not clear whether Council also intends that other 0-75' <br />non-structural items (concrete or block patios, sidewalks, <br />etc.) are to be included in this policy. <br />6. A summary of the requested variances: <br />a. Lakeshore setback variance of 19' (Plan A), <br />b. Lakeshore setback variance of 14' (Plan B). <br />c. Hardcover vs lances in 0-75', 75'250', and 250-500' <br />zones . <br />Discussion <br />The applicants purchased this property last fall, and are <br />proposing major renovation and additions to the existing one- <br />story house. Also, they propose tc construct an attached garage, <br />necessitating construction of a new driveway to the residence. <br />A.Setbacks <br />Because a portion of the existing residence is in the 0-75' <br />zone, any additions upward or lakeward from the existing house <br />cannot be allowed unless a setback variance is granted. The <br />proposed garage addition and the existing house both meet street <br />and side setback requirements. <br />Because there is no residence on the Prass property, staff <br />estimated the possible future location for that house. The <br />concavity of the shoreline and the location of the house to the <br />north, indicate that Johnson's proposed additions could be behind <br />a future average setback line. <br />The neighboring residence to the north was built in 1983, <br />replacing a house formerly in the 0-75' zone. This residence was <br />constructed with an angled wall to meet the 75' lakeshore setback <br />requirement. To the south, the Prass residence, when it is <br />built, will have to meet the minimum 75' setback requirement. <br />Immediately south o^ ’’rass, a new residence constructed in 1989 <br />was required to meet the 75' setback requirement. The only <br />difference between Johnson's proposal and those projects is that <br />Johnson apparently intends to build on the existing structure <br />rather than removing it and starting over. (Applicant should <br />verify this) .
