Zoning File #1621 <br />October 7, 1992 <br />Page 2 <br />As a function of the entire lot area^ hardcover will increase <br />from 21.9% to 24.8%, still within the 25% limit espoused by the DNR, <br />but significantly over the 15.2% of the lot area that could be covered <br />based on Orono's square footage allowances. <br />Planning Commission Recommendation <br />Please review the Planning Commission minutes. On a vote of 4 in <br />favor, 3 against. Planning Commission recommended approval of the <br />hardcover/setback variances per the Plan D proposal. <br />The Planning Commission was quite concerned that the increased <br />hardcover coupled with the length and steepness of the driveway could <br />create runoff problems and they recommended that the City Engineer <br />take a very close look at not only this property but properties <br />upstream and downstream to determine whether a neighborhood drainage <br />project would be appropriate and whether the proposed grading plan is <br />sufficient to eliminate potertii*.! problems for the applicants. <br />Planning Commission also noted the steep driveway slope averaging <br />upwards of 12% could become a problem for the applicants in the <br />winter. <br />Finally, Planning Commission was not unanimously in agreement <br />with the applicants' suggestion that removal of the existing garage <br />and gravel areas near the road are sufficient to justify the increases <br />in hardcover adjacent to the existing house. <br />Drainage Issue <br />The City Engineer has been requested to review the drainage plan <br />and drainage generally in the neighborhood. He will be prepared to <br />address the drainage issue at the Council meeting. <br />Staff Reconnoendation <br />A resolution has been drafted which reflects approval of the Plan <br />D Improvements as well as the proposed grading plan. Any additional <br />recommendations by the City Engineer can certainly be incorporated <br />into the conditions of approval. Council's options include: <br />A. Approval per attached resolution <br />B. Approval with additional conditions. <br />C.Denial. <br />D. Table for revision or further information <br />E.Other.i
