It was moved by Manager Love, seconded by Manager Llndlcy <br />that the project for Permit Application No. 90-151 be approved as <br />brought under compliance. Upon vote, the nwtion carried. <br />Manager Love noted that four of the six pending Rule J <br />payments have been received concerning the Libbs Lake matter, with <br />payments from property owners Hanlon and Colson still pending. <br />Manager Love reported on a meeting with staff from the DNR <br />concerning prospective nusasures of deregulation of DNR activities <br />and delegation to other local goverruaental units. Specifically, <br />the DNR is considering coordinating greater utilisation of <br />conservation officers with other local goverrrmental units such as <br />watershed districts for enforcement sctlvlty. The Managers asked <br />that the Complaints and Violations Consnlttee continue to discuss <br />the subject with the DNR. <br />Manager Love also noted the need for continuing creative end <br />cost effective enforcement Rffissures for dealing with shoreline <br />improvements and ssndblankets, and the ConsBltte© will continue to <br />review these issues. <br />Manager Love noted that there is a potential violations <br />matter concerning the City of Mound and its coMson shoreline <br />area. Following discussion. It was anved by Manager Love, <br />seconded by Manager LsBounty that the C<Miplaints and Violations <br />CosBsittee along with staff continue to evaluate the Issues of <br />responsibility for violations at this coaseons area, and seek to <br />solve problems of mutual concern with the City o£ Mound. Upon <br />vote* the motion carried. <br />Mr. Panser noted that there may be some DSR funding avallob?2 <br />for d*f »epslr and similar projects. The Managers directed Mr. <br />Psnter and Ms. Klanderman to Investigate and pursue any possible <br />applications for this funding. Following discussion, it was moved by Manager Lindler* <br />seconded by Managei Irickson to approve the Report and authorise <br />the payment of all bills.
