City of Soring Lake Park — Storw water management <br />Plan for street improvements> <br />It was moved by Manager Thomas and seconded by Manager <br />Lindley that this permit application be removed from the table <br />with a limit of three minutes for discussion. John CarwacKi of <br />Shell Engineering appeared on behalf of the applicant. H® j <br />indicated that the concerns raised by the Engineer will be handled <br />by routing the runoff into a detention basin and then into the <br />lake. Currently# the storm water runoff goes directly from the <br />roadway into the lake. As a result# the change in design will <br />significantly improve water quality. It was moved by Manager <br />Lindley and seconded by Manager Thomas that the application be <br />approved with issuance of the permit to be based upon receipt of <br />revised plans in a form and substance acceptable to the Engineer <br />which would route the storm water runoff into a detention basin <br />before it drains into the lake. Upon vote# the motion <br />carried unanimously. Mr. Smith of Engelhardt Engineers appeared <br />on behalf of the applicant and explained to the Managers that the <br />remaining exhibit to be provided would not be a problem for the <br />developer. He further explained that the Victoria City Council <br />would meet prior to the next meeting of the Board of Managers. <br />Since the matter had previously received approval of the City's <br />Planning Commission# the applicant anticipated that there would be <br />no problem receiving approval of the Victoria City Council. <br />Manager Thomas moved approval of the permit with issuance of the <br />permit to be based upon resc tion of outstanding issues as set <br />forward in the Engineer's report to the satisfaction of the <br />Engineer and based upon a’jproval by the City of Victoria. The <br />motion was seconded by Ma lager Love. Manager Lindley indicated <br />again that he has an indirect financial interest in this project <br />and thus would not participate in the discussion or vote. Upon <br />vote# the motion carried with Managers Thomas# Love and Erickson <br />voting in the affirmati'»c and Managers Spensley and LaBounty <br />voting in the negative. <br />Rleason Creek Improvement Project <br />It was moved by Manager Love and seconded by Manager Thomas <br />that the agenda be suspended and that the Gleason Creek project <br />UCSD Board yinutw -8-(07/1«/92>
