un the impervious surface issue, the City has determined <br />that if all residential areas are considered, the existing <br />development is below the DNR 25% standard. However, in the <br />commercial and manufacturing districts, existing development <br />greatly exceeds the DNR standard. These districts have from <br />82% to 93% coverage. The City proposes to allow impervious <br />coverage at existing conditions in these areas, with <br />redevelopment required to meet several conditions, including <br />on-site stormwater retention and full compliance with the <br />City Storm Water Management Plan. The Advanced .Machine and <br />Balboa properties were specifically discussed. The City <br />proposes to keep the existing mfg. zoning, but hopes to <br />receive rezoning requests for future conversion to mixed <br />use. with maybe commercial at ground level and residential <br />above. They contend such conversion would have less impact <br />on the lake than the existing and past manufacturing uses. <br />On the height issue, the City is proposing to retain its 40 <br />foot standard in most areas. They feel this is needed to <br />keep existing development from becoming nonconforming. <br />Finally. Brixius mentioned the City will not be allowing any <br />water-oriented accessory structures. <br />Members next made several comments. One commended the City <br />for doing an excellent job evaluating their situation and <br />identifying needed flexibility. Several said they felt some <br />of the existing high-density developments should have had <br />better screening. The City apparently has a requirement for <br />development of landscape plans, but no specific standards. <br />Steve Prestin suggested the City may want to consider a <br />color requirement for these large developments to reduce <br />their visual impacts. <br />Ed Pick made a few comments about the DNR reaction to the <br />proposal. He explained that they have met with City <br />representatives and expressed strong reservations about some <br />items, particularly high-density residential. He said he <br />sees some movement in the City’s position on a couple of <br />items in this presentation. Ed sees a problem with a setup <br />that allows redevelopment in commercial and industrial areas <br />to existing impervious conditions. <br />III. Follow-Ups on Flexibility Requests <br />Pick distributed copies of letters which have gone out to <br />all the cities regarding the flexibility requests of Orono <br />and Minnetrista. <br />IV. Future .Meetings <br />After some discussion. .\ug. 25 and Sept. 22 were selected <br />for upcoming meetings. The Sept, meeting will be twice as <br />long (8 - 12).
