Fed.); Gabriel <br />Jabbour (Orono); Gene Strommen (LMCD); Tom Reese (Mound); John Schneider <br />(MSC)Observers:Scott Mann(Mann Real Estate ' ;Jon Linne (LMCD Inteni) <br />Preliminaries <br />Don Buckhout acted as facilitator for the meeting. He reviewed the subcommittee <br />groundrules and all in attendance w’ere introduced. The members reviewed the summary <br />of the June 18 meeting and found it to be complete and accurate. <br />Presentation of Task Assignments <br />Talk 3; Gabriel Jabbour presented aerial photographs of the public access sites around <br />the Mr. Jabbour and other members commented on the various features and <br />Umitations of each site. In some cases opportunities for improvements or expansion of <br />parking c?.pacity either on or off>site were noted. For the Spring Park site, it was noted <br />that a service station near the county DOT garage may be available for acquisition as an <br />off-site parking lot. For the Wayzata site, it wa: noted that it may be desirable to explore <br />with the BN Railroad the possibility of making improvements to tlic site. <br />Task 1; Gordon Kimball presented his analysis of the configuration of parking spaces at <br />existing access sites. He iilso supplied an e.xcerpt Irom the DNR design manual that <br />shows various configurations for access ramp, driveways, and parking. It was noted that <br />at the Spring Park access there is a large building across the street in poor repair and <br />some currently undeveloped land nearby that could possibly be available for <br />redevelopment as off-site access parking. Mr. Kirnball noted that the DNR has not <br />formally requested redesign of any of the access site parking areas at this time. <br />Task 2: Gene Strommen and Jon Linne reported on their analysis of the potential on <br />street parking availability (per handouts). The "street" categor>' means currently <br />available on-street car-trailer parking. The "potential" category means space- that arc <br />physically suitable for on-street parking but that are currently posted no-parkin^r^e <br />Otherwise unavailable. The final total considering on-loi and on-street out to 2000 feet <br />from this analysis is 845 spaces, as shown on the summary sheet. <br />Dprinirinn of Reliable pafkine Spaces <br />Starting from the 1986 parking space standards, the committee agreed upon the following <br />additions and amendments to these standards to define reliable parking.
