However <br />communities may amend their plans if thev wish to take advantage of some ot the new <br />policy options. Until the sx-stems plans are revised to reflect the policies or <br />thereafter^ *ne decision to amend pians will be at the discretion of the local governments. <br />This means that it will take several years before ail :ommunities adopt plans that comply <br />with the new policies <br />2.In the period before the system plans are revised to reflect me new policies, the Council <br />will review all major plan amendments to determine whether or not they m iv constitute a <br />substantial impact on or departure from the current's adopted metropolitan systems plans, <br />If the Council uses its authontv under the MLPA to require plan modifications m such <br />cases, this action may accelerate local compliance with the new policies and ultimately <br />would discourage additional development that is in conflict with the policies. <br />3.After the metropolitan systems plans arc revised, the Council will issue systems statements <br />that will require local governments to amend their comprehensive plans if they are <br />inconsistent Language will be added to the systems plans to reflect the rural area policies <br />and to clearly indicate the criteria for determining whether or not a substantial impact or <br />sul»tantial departure may exist.
