Mr. Quanbeck noted that he estimates it <br />would cost a significant amount to replace the structure in <br />question. Manager Maple suggested placing warning signs as <br />appropriate to alert canoeists to any problems with these <br />crossings. The Managers directed staff to respond to the City of <br />Minnetonka on this matter. <br />5, Mr. Quanbeck reported that the Minnesota Pollution <br />Control Agency has submitted comments on the Long Lake Clean Water <br />Partnership proposal. To date, the Environmental Protection <br />Agency has not provided its comme s. The Minnesota Department of <br />Natural Resources has indicated that it would not fund the aerator <br />portion of the Clean Water Partnership project. <br />6. Mr. Quanbeck indicated that an Environmental Impact <br />Statement has been issued for the proposed expansion of I-35W, and <br />that an Environmental Assessment Worksheet has been undertaken for <br />proposed construction at 77th Street in Richfield. It was the <br />sense of the Board of Managers that these are important issues, <br />which should be closely followed. President Spensley indicated <br />that the matter would be referred to the Plans and Programs <br />Committee for additional action. <br />Attorney*s Report <br />Mr. Jones stated that the District had received an inquiry <br />from the State Auditor concerning inter-fund transfers. Mr. Jones <br />further reported that he had spoken to legal counsel for the <br />Auditor, and had explained that the inter-fund transfers had been <br />necessitated by the District's need to defend itself in litigation <br />initiated by permit applicants. Mr. Jones stated that the <br />Auditor's principal conc». rn upon learning the reasoning for the <br />transfors# appeared to c.uat the District had a plan for the <br />repayment of the borrowing. Legal counsel to the Auditor was very <br />impressed by activities taken by the Board of Managers to address <br />this issue, including the District's support for an increased levy <br />for the administrative fund, support of legislation to shift the <br />cost of enforcement actions to those violating District rules and <br />the fact that the District had hired an independent consultant to <br />review its administrative functions and to provide recommendations <br />on potential colL savings. Mr. Jones reported that <br />response will be provided to the Auditor. Assuming that the <br />response is satisfactory, no further action will be taken by the <br />Auditor. <br />Adiour <br />There being no further business before the Board of Managers, <br />the meeting was adjourned at 11:05 p.m. <br />Respectfully submitted. <br />John E.
