The <br />after-the-f:ict variance application involves the constru tion of <br />a roofed/screened porch measured by staff at 21.6' x 15.6' <br />constructed sometime after 1976. Review Exhibits F, G and J. ^In <br />1976 the City approved a lakeside addition to the existing <br />residence involving hardcover and lakeshore setback variances. <br />Note plan specifically omitted installation of deck. In fact <br />both application and building plans approved with permit <br />specifically stated only steps were to be installed. Applicant <br />advises that in 1976 with the issuance of a building permit for <br />the new construction, a wood deck was also included. Note 1980 <br />survey. Exhibit F, does not designate subject addition either as <br />deck area or roofed/screened porch. Review Exhibit D-1. Mr. <br />Rivers notes that in the mid 1980's the City was involved with <br />the re-roofing of the structure and never noted the deck <br />addition. Rivers advises the structure has existed on the <br />property for approximately 15 years. The Building Inspector has <br />advised that it would not be part of the normal review procedure <br />in issuing re—roofing permits to review for a legal addition to a <br />structure. Mr. Oman advised that he remembers the re-roofing <br />very well as it was being done without the benefit of a building <br />permit. <br />The app]ication was tabled at the November Planning <br />Commission meeting at applicant's request providing Mr. Riveis <br />additional time to submit an amended proposal that would result <br />in a reduction in hardcover. Review Exhibit M. The applicant <br />proposes the installation of a 6' wide grassed area adjacent to <br />the County road to offset additional 318 s.f. of hardcover within <br />the 0-75* setback area. The majority of the 75-250' setback area <br />of this property is occupied by a gravel parking lot. The City <br />has approved a conditional use permit for this use with the <br />marina license reviews each year to allow for overflow parking <br />,v‘
