J. Diann Goetten was <br />absent. The following represented the City staff: City <br />Administrator Ron Moorse, City Assessor Rolf Erickson, Assistant <br />Clty Assessors Dave Wilde, Paul Kingsbury and Tom Haller, and City <br />Recorder Terl Naab. Mayor Peterson called the meeting to order at <br />7:00 P.M and Introduced Mr. Erickson. <br />Erickson explained that the Board would hear those In attendance <br />and an appointment would be set up to see any properties which had <br />not been reviewed this year. After that, he would make a <br />recommendation to the Counci I. He stated that 25X of the City Is <br />physically reviewed each year, and this year they reviewed the <br />Navarre, Forest Lake, West Arm area. He explained that vacant land <br />realized some major changes because of new laws In effect. He <br />noted that his office received many questions regarding the Highway <br />12 orr1 dor and explained that market value does not reflect what <br />may nappen In the future. Changes in market value wl I I be real I zed <br />only after the change. He stated that valuations are based on <br />comparable sales from October 1, 1990 to September 31, 1991. <br />Erickson stated that the Board could only review valuations for <br />1992, payable 1993. Any changes to past valuations or taxes <br />payable In 1992 must be dealt with through the abatement process <br />or court appeals, which must be received by the County Assessor s <br />office no later than May 15, 1992. <br />Jerry Kelley. 4495 Bavside Road. PIPO 06-117-23 21 0004. stated the <br />1992 valuation Is $86,900. An appraisal done for a mortgage in <br />December of 1991 valued the property at $65,000. He noted the <br />assessor stated the valuation would be changed for 1993 to $79,000. <br />Erickson stated they would review the property. <br />John Dalbec. 1565 Orono Oaks Drive. PIP# 35-118-23 33 0006, stated <br />the 1992 valuation Is $228,900 and felt It should be $185,000 as <br />that Is what he purchased the property for on November 20, 1992. <br />Erickson noted they would review the property. <br />Toni Anderson. 1400 Park Drive. PID» 07-117 23 41 0074^ noted the <br />1992 valuation Is $68,200. She felt the valuation should be <br />$52,000 based on a recent appraisal which valued the property at <br />$70,600 less the dollar amount for repairs to the property and the <br />foundation.
