This makes a total of .11 t h r ough-t he-i ce inci <br />dents: 14 cars, 12 snowmobiles, 1 AIV, .1 people, 1 animal. <br />Chandler reported the Hennepin County Ho<ird will host the <br />National Association of Counties convention in Minneapolis this <br />summer. The Water Patrol has been nominated for an award for its <br />training, education and enforcement of the Boating While Intoxi <br />cated law. As an aside Chandler added tliat the only state to <br />exceed Minnesota in BWI arrests was l lorula .vith 20 7. Minnesota <br />had 206, 73 on Lake Minnetonka. lie anticipates the numbers will <br />go down because of education, preventive enforcement and use of <br />the designated driver. <br />Rascop said he recoi.'cd reiJoits f i om i he two consultants <br />responding to the Management Plan Boat Ust: Densitv Study Request <br />for Proposals that they encountered lioateis leaving the Lake* who <br />were "too dr nk to inteiview". fhat was in I9.S6, 1088 and 1989. <br />Boswinkel mentioned litter left on Wayzata Bay from fish <br />houses. Chandler said UNR Conservation Officers handled the <br />clean up. They have cited 6 or 7 people for leaving debris. <br />Rascop said a DNR Conservation Officer told him the County <br />will not prosecute misdemeanors occurring on the Lake. Rascop <br />suggested violations be written on the LMCU Code. Steven Tallen, <br />LMCD prosecutor, questioned that the County Attorney would allow <br />his people to make a decision not to prosecute. Tallen will <br />inquire further. <br />Chandler reported it appears that the bill introduced in <br />the legislature strengthening provisions of the I)WI law will <br />pass. The law will provide for DWM offenses to be considered in <br />a DW’I citation, bringing the BWI portion of the law in line with <br />the DWI penalties throughout t lu State. <br />4. LAKE ACCESS TASK FORCE, Chair Gratliwol <br />Grathwol reported the first meeting of the I.ake Access Task <br />Force was held on 3/11/92. lie thanked the eight directors who <br />were present. There was a frank and open exchange of views. <br />Since the meeting he has met with, pec^le who might be helpful in <br />pursuing the activities of the Task torce. He will have more <br />specifics shortly. Commissioner Sando of the DNR has indicated <br />they are willing to commit staff to the Ta'^k Force. <br />5.FINANCIAL REPORTS, Treasurer Boswinkel <br />A. The Board received the Siatcmerii of Cash Transactions <br />for the month ending 2/29/92. The report <br />B.
