AI & Alma’s Charter Boats II, III, VI, X, XI, XII <br />B, Paradise Princess <br />Liquor License Renewal with On-Sale Sunday Option, subject <br />to issuance of Charter Boat Certificate. <br />Queen of Excelsior <br />VOTE: Motion carried unanimously. <br />3. Purpose, Goals and Objectives for Lake Use and Recreation <br />CoouDittee <br />The Lake Use & Recreation Committee Goals & Objectives as <br />presented were those detailed in the Management Plan. The execu­ <br />tive director explained they were presented to the Committee for <br />comments and prioritization. It was explained that a consultant <br />has been engaged to conduct the overall lake use objectives to <br />develop a design to measure boat density by type of watercraft, <br />and distribution of active, beached and rafting boats. Both items <br />are scheduled for this year. This is also the first year of the <br />objective to conduct a random survey at least once every four <br />years of lake users* attitudes and perceptions. <br />Reese suggested adding control of wakes and noise as en­ <br />forcement and education objectives. Chandler said noise enforce­ <br />ment will be enhanced by the new technology developed by the PCA <br />to run decibel tests on suspected violators without setting up a <br />course. <br />Reese suggested auding control of lighting to the objec­ <br />tives. <br />Grathwol said additional numbers on 'use' of the lake neeo <br />to be developed to formulate data which will draw greater funding <br />to Lake Minnetonka programs. Foster asked Grathwol to take this <br />suggestion and develop a further plan. <br />Reese was excused. <br />The subject of how to define an "event" was added for dis­ <br />cussion. Chandler has been working with a committee .'rom the <br />State Sheriff’s Association to determine what constitutes an <br />event on the Lake. He will furnish Foster and the Committee with <br />information from their study. The executive director pointed out <br />that a Special Event is defined in the Code. (Sect. 1.02 Subd. <br />53 and Sect. 3.09). It was agreed that the definition of a <br />Special Event needs further review. <br />- continued
