Defining the Need <br />Recent State requireirents have resulted in an update of <br />Orono's septic system ordinance to be in compliance <br />with DNR Shcreland Regulations as well as MPCA minimum <br />requirements. <br />A significant ramification of the new requirements is <br />that many existing trench-type drainfields located in <br />seasonally saturated soils (less than 3' above zones of <br />soil mottling) will be reclassified as non-conforming <br />and must be replaced. Once reclassification occurs, <br />non-conforming systems must be replaced with fully <br />conforming systems within one year. <br />The DNR Shoreland Regulations leave the City with <br />little leeway in enforcing septic requirements. <br />Orono’s recent policy in the Stubbs Bay Area of <br />allowing "minimal repairs until sewer comes", is at an <br />end. <br />A recent inspection update and more detailed analysis <br />of individual site constraints indicates that: <br />- Of 127 existing residences, at least 18 currently <br />have failing systems. <br />- 78 of 127 do not appear to have an acceptable <br />system replacement site available if/when the <br />existing septic system needs to be replaced. <br />- For those which have a site available for system <br />replacement, in virtually all cases a "mound" cype <br />drainfield will be required based on anticipated <br />soil conditions.
