Trimble) - SF 1958 (Sen. Price) LOCAL WATER <br />SUPPLY PLANS. <br />Both HF 1977 and SF 1958 have been heard in the <br />respective Environment Committees and have been passed by <br />the committees. Both bills are consistent with AMM <br />legislative Policy IV-I. Water supply plans would not <br />become a '5th. System' nor would the Met Council have <br />approval authority over the local plans. Cities would, <br />however, be required, to prepare local water supply plans <br />by 1995 and these plans would be subject to Met Council <br />"review and comment". <br />The bills are consistent with AMM policy as previously <br />noted but there are some parts which are of concern. <br />Parts which trouble us are: <br />1.Existing municipal water appropriation permits would <br />all be reviewed by January 1, 1998, by DNR. The <br />permits would be subject to modification if the DNR <br />Commissioner determines that the local contingency <br />plan is not feasible. <br />2.Local Water Supply Plans for cities that use <br />ground watei“ for all or part of their water supply <br />would havfi to be submitted to the county in which <br />the cities are located for review and comment it that <br />county has adopted a ground water plan under <br />M.S. 103B-255. <br />3.Increased reporting and administrative records <br />keeping required by cities in terms of the amount of <br />water used by the city. <br />ACTION SUGGESTED: <br />You may want to review 'ilie provisions of these compaii .on <br />bills and discuss wi'.i your local legislators if they <br />are of concern to you. <br />-4- <br />-i...., _Lw.
