f ■ ^I- <br />B. <br />was scheduled for a continuation hearing for Tuesday^ <br />March 10th. and to meet the Legislative deadline, it must <br />pass out of this committee by March 14th. No hearing has <br />been scheduled in the Senate as yet but if HF 1778 passes <br />out of Committee by the deadline, SF 1656 will be heard <br />in a Senate Committee sometime the week of March 16-21. <br />AGAIN, THE MAIN REASONS FOR AMM OPPOSITION TO THIS BILL: <br />1. <br />2. <br />3. <br />4 . <br />Does not provide solution to the problems that do need <br />to be addressed in the older developed portion of the <br />Metropolitan Area. <br />Weakens the regional approach to waste water treatment <br />and financing of the metro sewer system on an <br />equitable basis. <br />Raises legal questions because of the vast amount of <br />money already collected through SAC fees for system <br />expansion, current and future. <br />It is premature at this point in time, since <br />Minnesota Laws 1991, Chapter 183 also authored by <br />Rep. Orfield directs the Metropolitan Council to <br />study the concerns and problems of the older <br />developed communities and report back and make <br />recommendations to the Legislature in January 1994. <br />ACTION SUGGESTED: <br />Please continue to discuss your concerns with this <br />bill with your Legislators particularly your <br />Representatives. If HF 1778 passes out of the House <br />Committee by the weekend deadline, please sign up to <br />testify on SF 1656 when it is heard. We will do our <br />best to let you know if a hearing gets scheduled in <br />the Senate. <br />PROPOSED EXPANSION OF MET COUNCIL AUTHORITY OVER LOCAL <br />COMPREHENSIVE PLANNING. (no bill number as yet) <br />As noted in the Legislative Contact Alert dated February <br />27th. a proposed bill has been developed by a <br />subcommittee of the House Local Government and <br />Metropolitan Affairs Committee which makes some changes <br />to the Met Council's authority vis a vis comprehensive <br />planning and the other Metro Agencies (RTB, MWCC, etc.) <br />The bill moved out of the subcommittee and will likely be <br />heard in full committee on Wednesday, March 11th. or <br />Thursday, March 12th. Attached is the section of the <br />bill which expands the Coxincil^s authority with respect <br />to being able to require modifications to local <br />comprehensive plans. <br />-3-
